We’re growing!

Exeter is the second fastest growing city in the UK and we have plans to deliver 12,000 homes in the next 20 years. To keep pace we are bucking the trend and investing in all three of our Planning Teams. To support this we are looking for a Project Officer (Planning Officer) to join our growing team. 


 About you

We are looking for Planning graduates or somebody keen to extend their skills by working in a delivery focused team. Previous Development Management experience and up-to-date knowledge of relevant legislation are desirable, but we will consider applicants without this as a ‘can-do’ attitude is the quality we most value. You will be able to demonstrate excellent oral and written communication skills with the ability to undertake site visits - most of the city is reachable by foot, bicycle, bus or train, but you will have the opportunity to drive the Council’s pool cars.

About the role

You will hold responsibility for the delivery of a range of developments from initial enquiry to completion. Householder proposals, small residential and business schemes, use changes, advertisements, work to trees and more all form part of the business as usual for this role.
The role will also have involvement in initial planning investigation work, appeals, certificate of lawfulness applications and permitted development enquiries. The role along with the rest of the service will deliver high quality customer service via various channels including by telephone, email and in person.

About the team

The Development Management team are designed to be responsive to customers and therefore we spend a lot of time with our customers, striving to understand what matters to them and providing high-quality free advice at the earliest opportunity.

We pull Building Control and other Council expertise to ensure that our advice is comprehensive and our approvals are deliverable and we strive to create a working environment that provides continuous mutual support and learning opportunities. We talk to each other a lot.

We support working from home, particularly at present and operate a modern shared office environment within the Civic Centre in Exeter. Throughout 2022, we will be embarking on a major staff-led digitalisation programme to provide modern and accessible services to all our customers. 

We apply a One Team mindset – our City Development service comprises of 4 core functions - Development Management covering both major and householders projects, Building Control including Land Charges and our new Local Plans and Policy team. 

Although differentiated by their technical specialisms throughout the 4 functions there is a strong appreciation for collaborative working and each area working to support our shared objectives as a service.  

We are a high performing service - in 2022 our Land Charges team were recognised for their exceptional customer service, coming 5th place out of 326 Local Authority Land Charges Teams in the Customer Satisfaction Award at the annual Awards for Excellence hosted by Land Data and in 2019 were highly commended in the Most Improved Services category. Our planning teams were recently  shortlisted for three national/regional awards.

We value development of our people – we have supported some of our undergraduate level Project Managers through successfully obtaining their Masters in Town and Country Planning. In Building Control we have fully qualified Project Managers who started their careers with us as Building Control Apprentices and we regularly host work experience placements to support the development of wider community members.
