4. Additional HMO licensing

An Additional HMO Licensing Scheme covering specific types of HMO has been introduced throughout the city. 

The 2 types of HMO, which will need to be licensed are:

  • flats or maisonettes either above commercial premises (shops, offices etc) or in mixed use buildings, where the flats or maisonettes are let to 3 or more people, forming more than one household, who share a kitchen, bathroom or toilet
  • buildings which have been converted into self contained flats, where the conversion does not meet the standards set by the 1991 Building Regulations, and where less than two thirds of the flats are owner occupied (properties converted into 2 flats or maisonettes will only require a licence if both flats or maisonettes are rented)
