13. Strategic Housing Land Availability Assessment
Background
The Government requires each local authority in England to produce a Strategic Housing Land Availability Assessment (SHLAA), to help inform preparation of the Local Development Framework (LDF). The SHLAA serves two key functions:
- It identifies sites with the potential to be developed for housing, estimates the number of dwellings that could be built and assesses when this is likely to happen;
- It assesses the 5 year housing supply of housing sites in accordance with government policy.
In the course of preparing the SHLAA, the Council has worked in partnership with other local authorities in the Exeter Housing Market Area, which incorporates East Devon District Council, Mid Devon District Council, Teignbridge District Council and the Dartmoor National Park Authority.
SHLAA Methodology
A joint methodology sets out how the SHLAA process is undertaken in the Exeter Housing Market Area. The current version of the Methodology, updated to take account of national planning policy, can be found below:

SHLAA methodology
In the course of preparing the SHLAA, the Council has worked in partnership with the local authorities of the Exeter Housing Market Area Sub-Region. In addition to Exeter City Council, these comprise the Dartmoor National Park Authority, East Devon District Council, Mid Devon District Council, Teignbridge District Council and Devon County Council.
