The Planning Obligations SPD is designed to provide information to all those involved in the development process about the process by which Section 106 planning obligations associated with new development should be negotiated, agreed and implemented.

It is based on the premise that Planning Obligations help to secure the infrastructure and services needed to mitigate and support new development in combination with the Community Infrastructure Levy.
