Appeal a car park fine

If you want to dispute your penalty charge notice, you must do so as soon as possible. 

If you appeal within 14 days of the date the ticket was served, progression of the charge will be put on hold pending a decision on your appeal.

If you do not pay your Penalty Charge Notice, and you do not successfully appeal, we will take steps to recover the debt and the cost of the debt will increase the longer it remains unpaid.

Please note: If you have received a parking charge notice (PCN) from a car park not owned and managed by Exeter City Council and wish to appeal, please contact the operator who issued the PCN. 

If your appeal is rejected, it can be independently reviewed by POPLA (Parking on Private Land Appeals).  POPLA is independent when it comes to deciding the outcome of an appeal and their decision is binding on the operator. POPLA only handles appeals once it has been rejected by the parking operator.

You will need the Penalty Charge Notice number which is ten digits long and starts with the letters XR.

Once you have lodged an appeal with us, we will contact you by your chosen method of communication.
