The following evidence documents have been produced and are being used to support content relating to homes in the Exeter Plan.

 

2022 Exeter Local Housing Needs Assessment (LHNA)

This Local Housing Needs Assessment for Exeter assesses the nature and make-up of current and future housing needs in the city to 2040. It was prepared by Opinion Research Services on behalf of the Council and will be used as evidence to inform the emerging Exeter Plan.

 

2022 Exeter Housing and Economic Land Availability Assessment (HELAA)

The Council has prepared a HELAA to help identify sites that could be allocated in the emerging Exeter Plan (2020-2040) to meet future housing and employment needs.  In summary, the HELAA:

  • Identifies sites and broad locations with potential for housing and economic development
  • Assesses their development potential and
  • Assesses their suitability for development and the likelihood of development coming forward (their availability and achievability).

HELAA 2022: first edition.

HELAA 2023: second edition.

 

Methodology

The HELAA has been prepared in accordance with a methodology that is shared with East Devon and Mid Devon District Councils and the Dartmoor National Park Authority:

Terms of reference

In preparing the HELAA, the Council has consulted a Panel of stakeholders with knowledge of the housing development industry.  The Constitution and Terms of Reference for the Panel can be viewed here:
