1. Overview
As the Greater Exeter Strategic Plan (GESP) and the Development Delivery Development Plan Document (DPD) are no longer being progressed, we are in the process of writing a new Local Plan - The Exeter Plan. This will cover the years between 2020 and 2040, and will eventually replace existing plans (the Core Strategy and Local Plan First Review). Our Local Development Scheme (LDS) sets out the timetable for preparing the Council’s planning policy documents.
Our Local Plan guides development of the city in the period up to 2026. Our Core Strategy Development Plan Document (DPD) has been adopted, and policies in the Exeter Local Plan First Review have been saved.
The timetable for preparation of emerging documents can be found in the Local Development Scheme.
Devon County Council’s Mineral and Waste Plans also form part of Exeter’s Statutory Development Plan.
We have adopted a Statement of Community Involvement (SCI) to explain how we will engage with the community and allow for participation.
We have also made an "Article 4 Direction" that restricts home owners 'Permitted Development' rights to use their property as houses in multiple occupation (HMOs) within Class C4 of the Use Classes Order.
Supplementary Planning Documents (SPD's), Development Briefs and Masterplans are prepared where necessary to amplify policies in the Local Plan.
A First Homes Planning Policy Statement explains how the Council’s affordable housing planning policies will be implemented in light of the Government’s planning policy on First Homes.
Existing and emerging policies are supported by a detailed Evidence Base.
The Annual Monitoring Report is produced to review progress with the preparation and implementation of planning policies.
